Rules for usb device have changed in the latest version of Ubuntu.
For a full access to Pinguino, download this file:
26-microchip.rules
Put this file in /etc/udev/rules.d
You must now go in the administration panel and select 'users and groups'.
Create a new group microchip,
select the microchip group and check your name to be in this group.

Here you can find schematic, implantation of the board and pcb drawing.
Just have to scale the pcb picture.
